Purely procedural — no physics, no system specifications, no energy data. Shows the bureaucratic mechanism by which passive solar (as defined by Vols. I–II) was to be institutionally propagated across USAF facility construction programs. The absence of water-based passive cooling in this procedural chain confirms it never entered the USAF institutional workflow at all.
